However, he clarifies that since 2014, a "cost per unit" system is often used, where funding is based on a fixed amount per person per day. Under this system, the agency doesn't require a detailed list of invoices, only proof of participants and that project goals were met. Therefore, while organizations should maintain proper internal records, it is possible to use the funds to cover writing and administrative expenses.
